- Noncustodial Waiver Petition
Wesleyan adheres to the principal that both biological or adoptive parents have the primary responsibility for providing reasonable financial support to fund their child’s cost of education at 九色视频. Wesleyan financial aid is provided to meet any shortfall that exists when the family’s ability to contribute has been maximized. Wesleyan does not consider whether a custodial or noncustodial parent is willing to contribute to their child’s education; instead, the Financial Aid Office collects financial information from both parents to evaluate the ability to contribute. The financial need of students whose parents are divorced is calculated based upon the same principle followed in calculating the need of all other students: both parents are jointly responsible for the college expenses of their children to the extent of the family ability. Consideration is made for expenses like child support, separate households and blended families.
九色视频 recognizes that extenuating circumstances in individual cases may make it impossible to obtain information from a noncustodial parent. If the noncustodial parent’s whereabouts are unknown, if there has been extremely limited or no contact with the noncustodial parent for a significant period of time, or if there are other extenuating circumstances, the collection of noncustodial financial information may be waived. Students/families with these circumstances may petition to waive the collection of noncustodial information in the financial aid process. Note: a letter from a third party (other than a family member, family friend or attorney) who can verify the amount of contact a child has had with the noncustodial parent is required.

- 2025-26 Verification Process
The US Department of Education selects approximately 17% of FAFSA filers for verification each year. If you have been notified by our office or your FAFSA Submission Summary indicates that you have been selected for verification, you must submit additional documentation to the Financial Aid Office. The Wesleyan Financial Aid Office is here to help you through this process so please contact our office if you have any questions.
The Federal Verification requirements may be different for each student depending on the student’s verification tracking group. The tracking groups are: V1 – Standard Verification Group, V4 – Custom Verification Group, V5 – Aggregate Verification Group.

Step Two (V1 and V5)
If you filed a tax return in 2023:
IRS Income Verification
Most tax filers selected for verification for the 2025-26 year will complete IRS Income Verification by consenting to the IRS Direct Data Exchange when they complete their FAFSA. Direct Data Exchange (DDX) transfers income information from the IRS to the FAFSA. FAFSA contributors unable to use DDX manually enter their tax information when completing the FAFSA. Because Wesleyan requires submission of tax returns as part of the financial aid application, any discrepancies between the DDX or manually entered tax data and submitted returns must be resolved by the Financial Aid Office.
IRS Direct Data Exchange (DDX)
Unchanged tax data transferred via the DDX that does not conflict with tax returns submitted with your financial aid application is considered verified.Verifying tax data manually entered into the FAFSA, changes to data transferred through DDX and/or resolving conflicting information may require additional steps.
Step A – Signed and dated 2023 Federal Tax Returns with applicable schedules uploaded to IDOC
- You must submit a signed and dated copy of your 2023 tax return to IDOC. If you previously uploaded a copy to IDOC that was not signed and/or dated, another copy with a signature and date will be required to meet federal verification requirements. The tax return must include all applicable schedules that were filed with the return.
Step B – Contributors unable to submit signed and dated tax returns/resolving conflicting information between DDX and submitted tax returns
- Provide a 2023 IRS Tax Return Transcript(s).
- By mail: Go to , click “Get Your Tax Record.” Click “Get Transcript by Mail.” Make sure to request the “Return Transcript” and NOT the “Account Transcript.” The transcript is generally received within 10 business days from the IRS’s receipt of the online request.
- Online: Go to , click “Get Your Tax Record.” Click “Get Transcript Online.” Make sure to request the “Return Transcript” and NOT the “Account Transcript.” Follow the instructions to create an ID.me account if you do not already have one.
- By phone: 1-800-908-9946. Transcript is generally received within 10 business days of the IRS’s receipt of the telephone request.
- Paper Request Form – IRS Form 4506T-EZ or IRS Form 4506-T. The transcript is generally received within 10 business days from the IRS’s receipt of the paper request form.
- Married tax filers with separate returns must provide transcripts for both spouses.
If you did not file a tax return in 2023:
Income Verification for Non-filers
Parent and student non-filers must complete the Non-Tax Filer Statement on the Federal Verification Worksheet, listing all sources and amounts of 2023 income earned from work and other income and resources that supported them in 2023. Non-filers must provide copies of all 2023 IRS W-2 forms or equivalent documents issued by each employer or source of income.
- Parent and independent student/spouse non-filers who would file a return with a relevant tax authority other than the IRS must submit the completed non-filer statement on the Federal Verification Worksheet with the W-2 equivalent document(s); and
- Verification of Non-Filing Letter from the appropriate tax authority other than the IRS dated on or after October 1, 2024.
- If you are unable to obtain a verification of nonfiling from your relevant tax authority, please contact the Financial Aid Office.
Step Three - Verification of Identity/Statement of Educational Purpose (V4 and V5)
Only students selected for these verification groups are required to complete this form.
Identity and Statement of Educational Purpose
Please be sure to fill out the Identity and Statement of Educational Purpose. The statement must be completed and signed in the presence of a Wesleyan Financial Aid Administrator. You must present a valid, unexpired, government-issued photo identification (driver’s license, non-driver’s license, or passport) when you sign the form. The Financial Aid Office must maintain a copy of the required identification.
Unusual Income Verification Circumstances:
Amended IRS Income Tax Returns
FA-DDX only transfers tax data from the original tax return and not amended data. Therefore, an individual who filed an amended IRS income tax return for tax year 2023 must provide:
- A signed copy of the 2023 IRS Form 1040X “Amended U.S. Individual Income Tax Return” that was filed with the IRS, and one of the following:
- Income and tax information from the IRS on an ISIR record with all tax information from the original tax return; or
- A 2023 IRS tax transcript (that will only include information from the original tax return and does not have to be signed); or
- A signed copy of the 2023 IRS Form 1040 and the applicable schedules that were filed with the IRS.
Victims of IRS Tax-Related Identity Theft
An individual who was the victim of IRS tax-related identity theft must provide:
- A copy of the signed 2023 tax return and applicable schedules the individual filed with the IRS, or an equivalent document provided by the IRS; and
- IRS 4674C letter (letter from IRS acknowledging identity theft); or
- A signed and dated statement by the tax filer indicating that they are a victim of IRS tax-related identity theft and that the IRS is aware of the tax-related identity theft.
Non-IRS Income Tax Returns
- A tax filer who filed an income tax return with a tax authority other than the IRS may provide a signed copy of their income tax return that was filed with the relevant tax authority. However, if the accuracy of the signed copy of the income tax return is in question, the tax filer must provide the institution with a copy of the tax account information issued by the relevant tax authority before verification can be completed.
Rollovers and verification
- Qualified rollovers from one retirement account to another are not taxable, and they should not be counted as untaxed income.
- If the applicant or parent manually enters a rollover amount greater than zero ($0) for Untaxed Portions of IRA Distributions or Untaxed Portions of Pensions, the individual will be required to provide;
- A signed statement confirming the amount of the rollover in the untaxed pension or IRA distribution; or
- A tax return transcript or federal tax return with the word “rollover” next to the distribution that is signed and dated by the filer. A preparer’s name and PTIN is not acceptable for verification of the rollover.

If you are requesting reconsideration based upon a change in income for the 2023 calendar year, please contact your Financial Aid Director for the Anticipated Year Income Worksheet to submit along with the Request for Reconsideration form.
- Sibling Enrollment Verification
If students have siblings attending college during the same academic year, verification of their enrollment is required. The form is due by October 1st.
If you have a sibling(s) in college, your parent contribution may be affected if your sibling(s) decides to defer or take a leave of absence, as he/she is technically no longer enrolled. If your sibling(s) is studying remotely, you will not see a change in your parent contribution, assuming the tuition at his/her institution has not changed significantly.
- 2025-26 International Student Financial Aid Application (ISFAA)
International student applicants unable to submit the CSS Profile or Noncustodial Profile due to financial concerns or because the Profile is not available in your country, please complete the International Student Financial Aid Application (ISFAA). Noncustodial parents should complete a separate ISFAA for their own household. Please email completed ISFAA forms to the Financial Aid Office at finaid@wesleyan.edu.
